The International Investment Forum will be held in Ashgabat in September. About the key platform for discussing the role of Turkmenistan in the sustainable development of the Central Asian region and the strategy of attracting foreign investment in different sectors of the national economy, the publication Arzuw.news said Central Asia columnist Vadim Shagiakhmedov.
The main objective of the investment policy of President of Turkmenistan Serdar Berdimuhamedov is to create a favorable environment conducive to attracting and improving the efficiency of investment resources for the development of the national economy and prosperity of the republic.
Therefore, the program of the large-scale event will include a wide range of thematic areas dedicated to the development of energy infrastructure, agro-industrial complex, logistics, "green" economy and other, no less important topics of the upcoming world-class event.
The participants of the forum will also consider promising areas of investment, conditions for investment and their guarantees, and so on. The discussions will cover specific issues of further development of Turkmenistan's economy and realization of joint investment projects.
Investment policy priorities
The determining directions of the state investment policy are such priorities as bringing investment projects in line with the goals of socio-economic development defined by medium- and long-term state programs and strategic road maps. Attracting investments plays a special role in ensuring sustainable and balanced development of Turkmenistan in the long term.
The main parameter of foreign capital inflow is further improvement of the investment climate in the country in order to ensure the required volume and quality of investments. The laws of Turkmenistan - "On Foreign Economic Activity", "On Foreign Investments", "On Investment Activity in Turkmenistan" and other legislative documents contribute to the attraction of foreign investors. And the readiness of foreign investors to direct financial flows into our economy shows that Turkmenistan has created favorable conditions for doing business.
The country's energy potential
Ensuring global energy security covering energy production, transportation through transit countries and delivery to the end consumer is one of the main trends in the world economy. The consistently implemented energy policy of President Serdar Berdimuhamedov creates a comprehensive development of the country's fuel and energy complex and its dynamic integration into the international energy system. Large investments are important for the development of the economic potential of the fuel and energy complex of the Turkmen state.
Therefore, the realization of colossal plans with the participation of foreign investors is one of the strategic tasks of further diversification of the oil and gas sector of the national economy of Turkmenistan. Currently, the republic is justifiably the center of attraction of interests of the world oil and gas community. This, by the way, becomes especially tangible during the annual international oil and gas exhibitions, conferences and investment business forums. In the recent history, a number of large-scale innovative projects have been implemented, which are important for further development of the economic potential of the fuel and energy complex of the Turkmen state.
Transcontinental link of communications
One of the key aspects of international cooperation in the modern world is the development of transportation. The state and development of industry, agriculture and, in general, the prosperity of the country depend on the quality of the entire transportation system of any state. Today, the transportation system is confidently entering the category of key, determining areas of global development in the long term, becoming the most important factor of the global geo-economy, giving it a new meaning and a powerful creative impetus.
Improving the infrastructure of transport and transit corridors of Turkmenistan will bring great economic and political preferences not only to our country, but also to other states of the Eurasian continent. And thus will increase the competitiveness of national transportation systems, promoting their strategic interests, production and resource potentials. Creation of an extensive transport infrastructure in our country as the most important factor of economic and social development of Turkmenistan is one of the priority directions of the state policy. Large-scale projects initiated by the head of state have been successfully implemented in this area, including the modernization of existing and construction of new roads and railways, cardinal renewal and expansion of the material and technical base of civil aviation and shipping.
Special attention is paid to the formation of international transit-transport corridors. Given its favorable geographical location, Turkmenistan, through whose territory the most important routes of the Great Silk Road ran, is an important link in the world communication space. In the new historical era, its importance as a crossroads of transcontinental routes has increased even more. The national network of steel highways and roads and sea routes, which has expanded considerably in recent years, in addition to strengthening international transport communication, has given a powerful impetus to the dynamic development of all provinces of the country.
Digital technologies are on trend
The city of Arkadag is a vivid example of digital technologies implementation. It has introduced remote control software for comfortable life and professional activities of citizens at all levels - from living in a "smart" apartment to automated management of the entire infrastructure of the "smart" city. And all these parameters of well-being of residents and prosperity of Arkadag became possible thanks to the Concept of Digital Economy Development in Turkmenistan until 2025.
The formation of a unified information space of the republic is one of the main tasks of the day in the field of digitalization. To this end, the country's legislative framework is also being improved. In particular, the Laws of Turkmenistan "On Communications", "On Legal Regulation of Internet Development and Internet Services in Turkmenistan", "On Information and its Protection", "On Cybersecurity", "On Electronic Document, Electronic Document Flow and Digital Services" and others were adopted.
The digital economy changes the usual models of sectoral markets and increases the competitiveness of their participants. Thus, digitalization determines the growth prospects of companies, industries and national economies as a whole. The emergence of digital players has already changed the image of entire industries - tourism, telecommunications, printing, passenger transportation. In recent years, new terms and concepts have emerged to describe the ongoing digital transformation. The structure of the world, including the industrial world, is being changed by the concept of "Corporate Systems" - a set of technological innovations including artificial intelligence, intelligent automation, the Internet of Things, predictive analytics and cognitive computing.
Over the next few decades, up to 50 percent of the world's work operations will be automated, primarily through the widespread adoption of IoT technology. This technology is an ecosystem of devices connected to a single network infrastructure and capable of interacting with each other. The number of such devices is growing rapidly and has already surpassed the number of people with access to the global network.
Environmental aspects
Today, ecological conservation is becoming a significant factor in the economic growth of our country and the basis for the transition to a fundamentally new model of nature management across the entire national economy. The impact of traditional energy on the objects of nature protection can be seen in all geospheres of the Earth and is manifested in changes in the structure and landscapes of the lithosphere, in the consumption of huge amounts of oxygen during the combustion of organic fuel, in the emissions into the atmosphere and hydrosphere of solid, liquid and gaseous products of processing and transformation of primary energy resources, and so on. And here renewable sources of electric power have an undoubted advantage. It consists in their inexhaustibility and ecological purity.
Turkmenistan's environmental protection activities in the fuel and energy sector include construction of environmental protection facilities, including facilities for air protection, waste neutralization and utilization. This also includes climate change prevention, as well as neutralization and utilization of production waste, monitoring of natural environment components and control of operation of production facilities.
The energy problem today is one of the most urgent for all mankind. Traditional sources such as oil, gas and other fossil fuels are gradually losing their relevance, becoming more expensive and, of course, causing great harm to the environment. This is why all sorts of solar panels, wind and hydroelectric power plants, and bioreactors are becoming so popular today. All of them belong to alternative or "green" energy sources. "Green" energy is one of the most promising areas for economic development and solving global problems related to climate change. Its main goal has become the transition to renewable energy sources.
Continuous sources
Much of the greenhouse gases that blanket the Earth and trap the sun's heat are produced during energy production, when fossil fuels are burned to generate electricity and heat. Fossil fuels such as coal, oil and gas are by far the largest contributors to global climate change, accounting for more than 75 percent of global greenhouse gas emissions and nearly 90 percent of all carbon dioxide emissions. Fossil fuels still account for more than 80 percent of global energy production, but cleaner energy sources are gradually gaining ground.
Currently, about 30 percent of electricity comes from renewable sources. Today, this energy is gaining more and more attention. It comes from sustainable sources such as hydropower, wind energy, solar energy, geothermal energy, biomass and tidal energy. Unlike fossil fuels - e.g. oil, natural gas, coal these sources of energy do not run out, which is why they are called renewable. An alternative energy system provides a number of social and economic benefits, including jobs. Life-giving energy sources are all around us, and their full potential has yet to be exploited.
