President Gurbanguly Berdymukhamedov initiated the formation of a bicameral parliament of Turkmenistan. The improved body of public authority will have both representative and lawmaking functions. In addition to the Mejlis, Khalk Maslakhaty will appear in the National Council of the country. The new formation will ensure open and public consideration of key issues of the Turkmen social and state life. In addition, the new parliamentary chamber will approve or reject bills passed by the Mejlis.
Such changes have become a natural stage in the development of the political system of Turkmenistan, which continues to improve in accordance with modern trends. At the same time it is in full conformity with the national outlook and traditions. Both chambers of the Parliament, being two parts of a single national body of public power, will have interrelated functions. The simultaneous discussion of important issues in the life of the country and the adoption of relevant legislative acts will increase the efficiency of the entire Turkmen political system.
The two chambers will meet separately, but in a number of exceptional cases they will be able to meet together. For example, for the purpose of hearing speeches by the head of state or important foreign guests. The President may also initiate joint meetings to address the most important issues of the country's socio-political life.
The formation of the Khalk Maslakhaty will take place on a mixed principle, based on certain quotas. This will allow the fullest possible expression of the interests of the population and territorial communities.
It is important to note that such a large-scale constitutional and parliamentary reform in the entire 30-year history of Turkmenistan's independence. This is undoubtedly an important stage in the development of statehood in the country and a natural step in its development.
