Prosecutor General of Turkmenistan Speaks at UN Congress on Crime Prevention

The 14th UN Congress on Crime Prevention and Criminal Justice concluded with a presentation by Turkmen Prosecutor General Batyr Atdaev. The event was held in a hybrid format - not only offline, but also via videoconference. Delegates from more than 150 UN member states participated in the congress.

Qatar, which dominated the 13th UN Congress in Doha, handed over the chairmanship of the 14th Congress to Japan. Kyoto was the central venue for the forum, and the event was chaired by Yeko Kamikawa, head of Japan's Ministry of Justice.

The Congress opened with a speech by Japanese Prime Minister Yoshihide Suga, followed by a video address by UN Secretary-General António Guterres. In their speeches, the speakers noted the impact of the COVID-19 pandemic on the global crime situation, noting that the meeting aims to strengthen international partnership to prevent and combat crime.

Prosecutor General Batyr Atdaev, who leads the Turkmen delegation, addressed the forum participants with information about Turkmenistan's policy of protecting the rights and freedoms of citizens, criminal legislation and criminal proceedings. During the reading of the report, he noted that the criminal justice system not only supervises, but also prevents crime by working directly with the public.

Also, the General Prosecutor's Office of Turkmenistan is actively involved in developing national draft laws, preparing treaties and agreements that the country enters into with various international organizations and countries on cooperation and provision of legal assistance with regard to criminal proceedings.

The Turkmen Prosecutor General also noted the effective relations established with UN agencies in the protection of rights and freedoms of citizens, implementation of reforms in the national legislation, prevention and counteraction to organized crime, human trafficking, illegal drug trafficking and cybercrime.

The Congress adopted the Kyoto Declaration. It sets out a concrete course of action for crime prevention, as well as for criminal justice, the rule of law and international partnerships. UN member states will adopt the commitments in the Kyoto Declaration during the 30th session of the Commission on Crime Prevention and Criminal Justice.
