Members of the Working Group on Financial Account Development, established with the support of a joint project of the UNDP and the State Committee of Turkmenistan on Statistics, met to strengthen the methodological capacity of national accounts to meet the requirements of the System of National Accounts 2008 (SNA 2008).
During the meeting, special attention was paid to the discussion of the draft Methodological Guidelines for compiling the financial account in the form of a matrix "from whom to whom", which has the advantage of being very useful for checking the quality of national accounts data. The concept of three-dimensional tables of the matrix "from whom to whom" is a transcription to the financial accounts of the SNA, which allows you to trace the flow of risks between sectors in three planes, namely from the creditor, debtor and the financial instrument used by them. In addition, the participants of the meeting were familiarized with the schematic representation of the matrix "from whom to whom", the recommended classification of institutional sectors for compiling the matrix "from whom to whom" and its analytical application.
As a result of the meeting, it was decided to send to all members of the working group for further review and approval the finalized draft Methodological Guidelines for the financial account in the form of a matrix "from whom to whom", taking into account the suggestions and comments provided by participants during the meeting.
