Today Turkmenistanis celebrate the International Neutrality Day and the 27th anniversary of the adoption by the UN General Assembly of a resolution on the permanent neutrality of Turkmenistan. On the occasion of the holiday celebrations are taking place throughout the country, with the capital city of Ashgabat being the focal point. President Serdar Berdymukhamedov attended the ceremony of laying flowers at the Neutrality Monument early in the morning.
After the national anthem of Turkmenistan was played, Serdar Berdymukhamedov laid a wreath at the memorial plate installed at the foot of the Monument.
Following the head of state, wreaths and bouquets of flowers were laid by other participants of the ceremony. Among them were Chairman of the Milli Gengesh Majlis, Deputy Chairman of the Milli Gengesh Khalk Maslakhaty, Vice Prime Ministers, heads of military and law enforcement agencies, ministries and departments, the Mayor of Ashgabat, Turkmenistan's Ambassadors to foreign countries, heads of diplomatic missions and international organizations accredited in the country, elders, representatives of public organizations, the media and participants of the International Conference "Dialogue is a guarantee of peace" held the day before. The total number of participants exceeded 1,000 people.
The Arch of Neutrality, consisting of three wide-spread pylons, is 83 meters high. It is located at the beginning of the radial Bitarap Turkmenistan Avenue (Neutral Turkmenistan). The axis of the entire structure is a panoramic elevator leading to several circular observation decks overlooking the capital.
Neutrality Day has become, in fact, the second most important national holiday for Turkmenistan after Independence Day. New houses, hospitals, schools and kindergartens are opened all over the country for this holiday. The holiday is also marked by pardons. This year the following persons were released from further serving of the basic sentence, in the form of imprisonment 308 Turkmen citizens.
