Foreign policy of Turkmenistan: traditions of humanism and mutual assistance

Humanitarian cooperation and assistance to countries in need is an important component of Turkmenistan's foreign policy. These principles were laid down by the National Leader of the Turkmen people Gurbanguly Berdimuhamedov and are consistently realized by President Serdar Berdimuhamedov. They are based on the deep historical traditions of the Turkmen people - humanism, peacefulness and mutual assistance.

In this analytical article, we will consider specific examples of humanitarian assistance provided by Turkmenistan to a number of foreign countries in recent months. The analysis of these facts will provide a deeper understanding of the principles of the country's foreign policy and the role of humanitarian diplomacy in strengthening its authority in the international arena.

Special attention will be paid to the participation of the Gurbanguly Berdimuhamedov Charity Fund in providing targeted assistance to needy children abroad. This activity reflects Turkmenistan's nationwide approach to the realization of its foreign policy strategy on the basis of high moral values.

Selfless assistance to the brotherly people of Afghanistan

In May 2023, by order of the President of Turkmenistan, a large-scale humanitarian cargo weighing 125 tons was sent to Afghanistan. It included medicines, medical equipment, foodstuffs and clothes. This step was dictated by the desire to provide support to the Afghan people, with whom Turkmens have enjoyed warm friendly relations for many centuries.

In addition, a group of doctors from Turkmenistan was sent to Herat province to work in a maternity hospital built earlier in 2016 as part of a humanitarian mission. Turkmen doctors provided consultative assistance to their Afghan colleagues, shared their experience and knowledge.

Such targeted support is a vivid example of Turkmenistan's commitment to high humanistic ideals. The desire to lend a helping hand in a difficult moment, to share resources with those in need is an integral part of the mentality of the Turkmen people. It is on these principles that the country's foreign policy is based.

International cooperation on the basis of humanism

One of the key principles of Turkmenistan's foreign policy is the development of fruitful international relations based on such values as peacefulness, good-neighborliness and humanism. These ideals are deeply rooted in the mentality of the Turkmen people and are passed on from generation to generation.

In accordance with these principles, the country is actively involved in the implementation of various humanitarian projects at the global level. In particular, on the initiative of the President, the Gurbanguly Berdimuhamedov Charity Fund was established to provide targeted assistance to children in need of care in Turkmenistan and abroad.

In addition, Turkmenistan has repeatedly lent a helping hand to the brotherly peoples of Central Asian countries in difficult periods. For example, in 2024, as a humanitarian action, 2 thousand tons of liquefied gas were delivered to Kyrgyzstan to stabilize the energy system of the republic; we will talk about it in more detail later in this article.

Thus, humanistic values are the foundation of the foreign policy of the Turkmen state, the key to strengthening the international authority of Turkmenistan.

Humanitarian missions for a happy childhood

An important role in the realization of Turkmenistan's foreign policy strategy is played by the Charity Fund named after the National Leader of the Turkmen people Gurbanguly Berdimuhamedov. For many years, this charitable organization has been providing humanitarian aid both in the country and abroad.

The main beneficiaries are children from low-income and vulnerable families in different countries. Thus, in November 2023, on the order of the current President Serdar Berdimuhamedov, the Foundation organized the delivery of a humanitarian cargo of food, clothing and medicines for Palestinian children.

This was another embodiment of the humanistic ideals of the Turkmen people, for whom the care for the younger generation has been and remains the most important priority.

The activity of the Gurbanguly Berdimuhamedov Charity Fund clearly demonstrates the commitment of Turkmenistan's leadership to these noble goals, the desire to share experience and resources for the sake of happy and healthy childhood anywhere in the world.

A helping hand for the Turkish people

After the devastating earthquake that occurred in Turkey in February 2023, Turkmenistan immediately responded to the misfortune of the brotherly nation. On the initiative of the National Leader Gurbanguly Berdimuhamedov, a decision was made to provide humanitarian aid to the affected Turkish children and their families from the resources of the Charity Fund named after him.

The cargo included warm clothes, medicines and foodstuffs. This was another confirmation of the Turkmen people's unwavering readiness to lend a helping hand in times of need. Despite the geographical remoteness of Turkey, we feel a strong spiritual, cultural and historical community with it. Therefore, the Turkmen people perceive the suffering of the Turks as their own.

Thus, the operational humanitarian mission is a tribute to the brotherly people, as well as an embodiment of the traditions of mutual assistance and mercy that the Turkmen people have always followed.

Operational assistance to children in the Far East of the Russian Federation

In August 2023, Turkmenistan decided to provide humanitarian assistance to children affected by natural disasters in the Primorsky Krai of Russia. The natural disasters that occurred in this region had negative consequences for local residents, especially children.

In accordance with the order of President Serdar Berdimuhamedov, the Gurbanguly Berdimuhamedov Charity Fund prepared a batch of humanitarian cargoes to be sent to Primorye. The consignment includes food, basic necessities and warm clothes.

This is yet another evidence of Turkmenistan's unwavering readiness to lend a helping hand to children abroad who find themselves in a difficult life situation. Caring for the younger generation, regardless of nationality and religion, is an important priority of Turkmenistan's humanitarian foreign policy.

Humanitarian convoy to Palestine

In November 2023, on the initiative of the President of Turkmenistan, a large-scale humanitarian action was organized for children in Palestine. The Gurbanguly Berdimuhamedov Charitable Foundation sent at its own expense a caravan with sets of food, clothing, medicines and other vital items.

This was another embodiment of the traditions of the Turkmen people, for whom helping the needy, especially children, is a sacred duty. Despite the geographical remoteness of Palestine, the leadership of Turkmenistan considered it important to support the brotherly Arab nation going through hard times.

Such targeted humanitarian aid is further proof of the country's consistent foreign policy course aimed at strengthening international cooperation for the sake of peace and creation. Special attention is paid to children, as the most vulnerable and at the same time important social category for the future.

Fuel aid to the brotherly republic

In February 2024, Turkmenistan provided substantial support to the Kyrgyz Republic to stabilize the situation in the energy sector of the country, following an accident at the main thermal power plant in Bishkek. According to the order of President Serdar Berdymukhamedov, 2 thousand tons of liquefied natural gas were supplied free of charge as part of the humanitarian action.

This cargo was of critical importance in the context of the tense situation with gas supply to a number of regions of Kyrgyzstan at the height of the heating season. Turkmenistan considered it its duty to promptly respond to the call for help from the brotherly nation, with which it had traditionally warm friendly ties.

Such targeted support in a difficult situation once again demonstrated Turkmenistan's commitment to the high ideals of humanism and mutual assistance in its foreign policy activities. The willingness to share its own resources for the benefit of people abroad is a vivid illustration of these principles.

In conclusion, it should be noted that regular humanitarian aid to needy foreign countries has become an integral part of the foreign policy strategy of modern Turkmenistan. This activity is based on the deep historical and cultural traditions of the Turkmen people, for whom peacefulness, compassion and mutual assistance have always been the most important moral guidelines.

The specific examples given in the article clearly demonstrate that the leadership of Turkmenistan considers humanitarian support to foreign states and peoples as an important instrument of regional and global policy. This makes it possible to strengthen the country's authority in the world arena and to build the image of Turkmenistan as a responsible and reliable partner. Most importantly, it embodies the high ideals of humanism, compassion and justice in concrete actions.
