On October 4, President of Turkmenistan Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers to summarize the results of the work of economic sectors for the first nine months of the year and define the upcoming tasks, TDH reports.
During the meeting the Chairman of Mejlis D. Gulmanova informed about the results of the work done for January-September of the current year.
Then Deputy Chairman of the Cabinet of Ministers Mr. H. Geldimiradov reported on macroeconomic indicators for January-September of the current year.
As a result of implementation of the adopted program measures, stable growth of GDP by 6.3% was ensured for nine months of the current year. The most significant growth was observed in construction by 9.3%, transportation and communications by 6.8%, trade by 9% and services by 7.5%. Industry showed an increase of 3.5%, agriculture - by 5.2%.
The volume of manufactured products for the reporting period increased by 11.7% compared to the same period in 2023. Retail turnover for three quarters of the current year increased by 11.2% compared to the same period last year. Positive dynamics in foreign trade turnover was also noted.
The state budget was executed in excess of the plan: revenue part - by 102.4%, expenditure part - by 97.7%. The average salary of large and medium-sized enterprises of the country increased by 10.5% as compared to the corresponding period of 2023. Wages, pensions, state benefits and scholarships were paid in a timely manner.
Fixed capital investment in the first nine months of this year increased by 16.6% over the same period last year.
Further, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the results of work done in the supervised complex for January-September 2024, and on the steps taken to increase production volumes and expand energy supply routes to the world market.
Detailed data on technical and economic indicators were presented. Thus, the State Concern "Türkmennebit" fulfilled the plan on oil and gas condensate production by 102.6%. For nine months, oil refining at the refineries of the concern amounted to 104.1%, gasoline output - 106.9%, lubricating oils - 105.9%. The company also recorded high figures for natural and associated gas production of 100.3% and natural gas supplies abroad of 101.7%.
Performance in diesel, polypropylene and liquefied gas was also reported.
Deputy Chairman of the Cabinet of Ministers Mr. T. Atakhallyev reported on the results of the activities of reporting structures for nine months, as well as on the progress of seasonal agricultural campaigns in the regions of the country.
Then, Deputy Chairman of the Cabinet of Ministers B.Annamammedov reported on the results of the construction-industrial sector for nine months of 2024.
Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the results of the work of the supervised ministries and departments, as well as the business sector for January-September this year.
Then Deputy Chairman of the Cabinet of Ministers M. Mammadova reported on the results of activity of the supervised spheres for January-September of the current year.
As reported, the final round of the creative show "Ýaňlan, Diýarym!" was held, the winners of the contest "Türkmeniň altyn asyry" established by the President of Turkmenistan were honored
A separate topic of the report was the results of activities of theaters, circuses, cinemas, film and concert centers, libraries, museums, the Turkmen State Publishing Service, the Oguzkhan "Türkmenfilm" Association and the State Information Agency for three quarters of this year.
As reported, work is being done to address the tasks arising from the State Programs and the Concept of Digital Economy Development, including increasing the number of electronic publications, providing industry websites with information that meets the realities of the time, as well as to improve the professionalism of employees of the cultural sector.
Then, the Deputy Head of the Government reported on the ongoing preparations for the VI Vienna Ball, scheduled to be held on October 10 in the city of Arkadag. In this regard, the order of the upcoming cultural event was submitted to the head of Turkmenistan for consideration. The guests of the creative forum are expected to be delegates of the festive celebrations dedicated to the Day of Health Workers and Medical Industry, the international forum "Interconnection of Times and Civilizations - the Basis for Peace and Development" and others.
Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Orazdurdyeva reported on the results of work for nine months of the current year.
As reported, in the reporting period the activities aimed at increasing the productivity of scientific research and introduction of innovative technologies into production were continued.
During the period under review, advanced methods of prevention and treatment of various diseases were actively used in practical medicine. Surgeries and treatment of sick children have been carried out at the expense of the Gurbanguly Berdimuhamedov Charitable Fund for Assistance to Children in Need of Care. The Foundation also donated hemodialysis equipment to health care institutions.
Next, Deputy Prime Minister reported on the preparations for the Day of Health Care and Medical Industry Workers.
On the occasion of this holiday, the International Scientific-Clinical Center of Physiology and the International Health and Rehabilitation Center in Ashgabat, the enterprise for the production of glycyrrhizic acid in Turkmenabat city, administrative buildings of sanitary-epidemiological services of Mary province and Mary city will be inaugurated on October 9-12.
In the coming days, the International Exhibition and Scientific Conference "Health Care, Education and Sports in the Renaissance Era of a New Era of a Powerful State" will be held. The Myrat Garryev State Medical University of Turkmenistan is planning to present state awards to distinguished health care workers.
Deputy Prime Minister also reported on the draft resolutions prepared: on the approval of the National Program of Physiology Development in Turkmenistan for 2024-2028; on the approval of the National Strategy of Medical Health and Rehabilitation Measures in Turkmenistan for 2024-2028; on the approval of the National Program of Turkmenistan on Immunoprophylaxis for 2024-2028; on the provision of medicines and medical products to the population; on the establishment of the International Health and Rehabilitation Center
During the meeting, President Serdar Berdimuhamedov signed the following decrees: On approving the National Program for the Development of Physiology in Turkmenistan for 2024-2028; On approving the National Strategy for Medical Health and Rehabilitation Measures in Turkmenistan for 2024-2028; On approving the National Immunoprophylaxis Program of Turkmenistan for 2024-2028; On providing the population with medicines and medical products; On establishing the International Health and Rehabilitation Center; On establishing the International Center for the Development of Physiology in Turkmenistan for 2024-2028; On establishing the International Health and Rehabilitation Program for 2024-2028.
Then the floor was given to the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who reported on the results of the Foreign Ministry for nine months of the year.
The visits of foreign delegations to Turkmenistan and domestic delegations abroad, as well as organized negotiations and meetings of international character were aimed at enhancing fruitful cooperation in various spheres. A total of 141 documents were added to the legal framework of cooperation with foreign partners.
Bilateral contacts through the foreign policy departments are carried out on a regular basis. Relevant work is also carried out to strengthen diplomatic relations through embassies.
Then, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of participation of our country's delegation in the 79th session of the United Nations General Assembly.
As reported, on September 27, the delegation of Turkmenistan addressed the session, outlining the positions of our country on topical global issues, in particular those related to ensuring security, sustainable development, as well as climate change and humanitarian aspect. In this context, the international initiatives of President Serdar Berdimuhamedov in these areas were voiced.
Thus, in order to implement the Global Security Strategy in the long term, proposals have been made to utilize the mechanisms of preventive diplomacy and the potential of neutrality to strengthen international peace and resolve various situations that arise.
The delegation of Turkmenistan also took the initiative to grant neutral countries the status of priority partnership with the United Nations in the United Nations peacekeeping efforts.
On sustainable development issues, our country has put forward proposals for the Global Framework for Transition to a Circular Economy, the Global Atlas of Sustainable Transport Connectivity, and the Alliance for Global Energy Security and Sustainable Development.
Turkmenistan pays great attention to the Aral Sea problem and ensuring environmental well-being in the regions of Central Asia and the Caspian Sea. In this regard, our country takes initiatives aimed at expanding cooperation with specialized structures of the United Nations - the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), as well as with specialized international financial institutions, in particular, the Global Environment Facility and the Green Climate Fund.
As for the humanitarian sphere, the Turkmen side emphasized the importance of continuing work on population, maternal and child protection, protection of the rights of the disabled, refugees, stateless persons and social aspects.
At the same time, the importance of the upcoming year 2025, which will be marked by anniversary dates - the 80th anniversary of the UN, the 30th anniversary of Turkmenistan's neutrality, as well as the proclamation of the International Year of Peace and Confidence was emphasized. In this context, it was emphasized that it is important to successfully conduct jointly with the UN member states the events dedicated to these events.
Within the framework of the visit to New York, the delegation of our country also took part in the meeting in the "C5+1" format at the level of foreign ministers of Central Asian countries and the United States and in the regular annual meeting of foreign ministers of the member states of the Economic Cooperation Organization, where Turkmenistan's official position on the issues under consideration was voiced.
During the meeting with the UN Secretary General António Guterres, the importance and high efficiency of the visit of the head of the largest international organization to Ashgabat in July this year and the talks with President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov were noted.
In addition, on the margins of the 79th session of the United Nations General Assembly, other meetings were held and a number of documents were signed, in particular, the Memorandum of Understanding between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia on the establishment of bilateral consultations and the Memorandum of Cooperation between the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan and the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Serbia.
Then, the Director General of the Agency of Transport and Communications under the Cabinet of Ministers M. Chakyev reported on the activities of subordinate institutions for the first nine months of 2024.
As reported, the construction works on the railway station in Arkadag city, the warehouse complex in the dry port of Turgundi railroad station and the Turgundi-Sanabar section of the first stage of the Turgundi-Herat railroad, as well as the railway bridge of Serkhetabat-Turgundi steel main line have been started, as well as the railway bridge of Serkhetabat-Turgundi steel main line has been put into operation. The construction of infrastructural industrial and social facilities under the jurisdiction of this sphere, including the Serhetabat-Herat fiber-optic communication line, is underway in various parts of the country.
Addressing the participants of the meeting, President Serdar Berdimuhamedov noted that the results of the works carried out for nine months of the current year demonstrate the success of implementation of the adopted programs. The GDP growth rate, which amounted to 6.3 percent during the reporting period, as well as the ceremonial commissioning of large industrial facilities and social structures serve as proof of this.
Speaking about the upcoming plans, the Head of State emphasized that there is not much time left till the end of the year. In this regard, we all need to work hard to finish 2024 with positive indicators, President Serdar Berdimuhamedov emphasized, ordering to take necessary measures to achieve good results in all sectors of the economy and maintain stable GDP growth rates.
