Turkmenistan: a course for strengthening international positions

On December 11, 2023, in his performance Turkmen President Serdar Berdimuhamedov outlined the key foreign policy priorities of the country at an extended meeting of the Cabinet of Ministers.

The head of state summarized the results of 2023, which, according to him, was a very successful year for Turkmenistan in foreign policy. Consistent work was carried out to strengthen peace, stability and security in the world, develop economic ties with foreign partners and expand humanitarian cooperation.

In his speech, Serdar Berdimuhamedov emphasized the importance of implementing the UN Sustainable Development Goals (SDGs), fighting climate change and preserving the cultural heritage of the Turkmen people.

Much attention in the speech of the Head of State was paid to the priorities of regional policy - first of all, strengthening ties with the countries of Central Asia, development of transport corridors within the framework of the "One Belt - One Road" initiative, building up cooperation within the framework of the Economic Cooperation Organization. Plans to expand partnership with the states of the Middle East, West Asia and the Arab world were also voiced.

In his speech, the President clearly outlined the strategic foreign policy course of the country aimed at strengthening its international positions and authority as a sovereign neutral state.

A successful year of foreign policy

In his speech, Serdar Berdimuhamedov emphasized 2023 as a very successful year for Turkmenistan's foreign policy. 

According to him, throughout the year the country has consistently worked to strengthen peace, stability and security in the world, prioritized the development of trade and economic relations with foreign partners. 

In addition, humanitarian cooperation with other States in the fields of culture, education, science and sports was actively expanded.  

The head of state praised Turkmenistan's efforts to implement the UN Sustainable Development Goals, noting the broad support of the international community for the measures implemented by the country in this area.

Serdar Berdimuhamedov also said that an important achievement of 2023 was the successful promotion of a number of initiatives of Turkmenistan within the UN, in particular, the adoption by the UN General Assembly of two resolutions on the initiative of our country.

In general, Turkmenistan's foreign policy course in 2023, as the President emphasized, was consistent and effective - and laid a solid foundation for further strengthening of the country's international positions.

Fighting global warming is a common challenge

A separate block in the speech of the President of Turkmenistan was devoted to climate change and the fight against global warming.

As Serdar Berdimuhamedov emphasized, this issue is currently acquiring a truly global scale. In this regard, it is extremely important to consolidate the efforts of all countries to effectively counteract negative climate change.

As an important milestone, the head of state singled out the recent accession Turkmenistan's accession to the Global Methane Commitment, announced by our country during the 28th conferences Parties to the UNFCCC in the UAE.

This step, according to the President, will determine further interaction of Turkmenistan with international organizations and partner states in the field of reducing greenhouse gas emissions and introduction of advanced "green" technologies.

Serdar Berdimuhamedov also announced the intention to Activate work on the establishment of the Regional Center on Climate Change Technologies in Central Asia under the auspices of the UN.

Thus, Turkmenistan demonstrates its readiness to make a concrete contribution to the global task of combating climate change and its consequences.

Preservation of the nation's cultural heritage

In his speech, the President of Turkmenistan also touched upon the preservation of the rich historical and cultural heritage of the Turkmen people.

As Serdar Berdimuhamedov noted, a large-scale work on popularization of Turkmen culture in the world arena was carried out this year. 

In particular, the Representative List of the Intangible Cultural Heritage of Humanity was inscribed with UNESCO's assistance. entered Turkmen nomination "Art of Akhalteke horse breeding and traditions of horse decoration".

In addition, at the initiative of Turkmenistan, two multilateral nominations - "The Great Silk Road: Zaravshan-Karakum Corridor" and "Turanian Deserts of the Temperate Belt" - were organized. included on the UNESCO World Heritage List.

According to the head of state, this is a vivid evidence of Turkmenistan's consistent efforts aimed at popularizing the rich historical and cultural heritage of the Turkmen people all over the world.

Contribution to global stability

In his speech at the extended government session, the Turkmen leader paid close attention to the issues of strengthening peace, stability and security at the global level.

As Serdar Berdimuhamedov emphasized, our country aims to actively participate in the political and diplomatic efforts of the international community aimed at maintaining stability in the world.

In particular, the head of state recalled Turkmenistan's earlier initiative to start discussing within the UN framework the Global Security Strategy based on the principles of the UN Charter and norms of international law, taking into account the realities of the modern world.

The realization of this initiative, according to the President, could make a concrete contribution to stability and predictability on the world stage.

Dialogue for peace

A separate block in the President's speech was devoted to the global initiative of Turkmenistan "Dialogue - Guarantee of Peace".

As the head of state emphasized, this initiative, which was put forward a while ago, has already fully confirmed its relevance and relevance in the modern world.

According to Serdar Berdimuhamedov, Turkmenistan will continue to consistently promote this initiative on various platforms, including in the course of interstate cooperation.

The head of state is convinced that it is constructive, substantive dialog that is the most effective tool for ensuring mutual understanding between countries and peoples, and thus a guarantee of maintaining stability and peace in the world.

Therefore, Turkmenistan considers it extremely important to continue to consistently defend this approach in its foreign policy activities, thus contributing to strengthening global security.

Strengthening ties with neighbors

In his speech, the head of Turkmenistan paid close attention to the priorities of the country's regional policy.

As Serdar Berdimuhamedov emphasized, one of the key directions is further strengthening of cooperation with Central Asian countries.

The President noted that Turkmenistan will continue to develop close ties of friendship and partnership with the states of the region, implementing joint projects in trade, economic, humanitarian and environmental spheres.

The head of state instructed the relevant agencies to ensure effective work on the implementation of agreements reached at various regional platforms, including during consultative meetings of the heads of Central Asian states.

Thus, the development of full partnership relations with neighboring countries remains one of the unconditional foreign policy priorities of Turkmenistan.

Expanding Caspian cooperation

In his speech, the President of Turkmenistan also touched upon the topic of interaction with other Caspian littoral states.

As Serdar Berdimuhamedov noted, at present it is extremely important to intensify work with partners in the Caspian region for the full realization of agreements adopted on the basis of the results of the sixth summit of the heads of the Caspian littoral countries in Ashgabat.

In particular, the head of state instructed the relevant agencies to take the necessary measures to implement joint projects within the framework of the Convention on the Legal Status of the Caspian Sea.

Realization of transit potential

In his speech, the President of Turkmenistan touched upon the development of transport and transit infrastructure within the framework of China's "One Belt, One Road" initiative.

As Serdar Berdimuhamedov emphasized, our country attaches great importance to the implementation of this initiative, which is part of the global transport corridor from Asia to Europe. 

In this regard, the head of state set a task to establish a focused dialog with interested parties to promote the project put forward by Turkmenistan to create a route from China through Central Asia to Iran and the Middle East.

Thus, Turkmenistan views the Belt and Road Initiative as a good opportunity to realize the transit and transport potential of the country, strengthening its role as an important trade and communication hub in the Eurasian space.

Expansion of the Middle East vector

In his speech, the President of Turkmenistan emphasized the direction of further strengthening ties with the countries of the Middle East and the Arab world.

As Serdar Berdimuhamedov emphasized, in recent years, our country has significantly expanded relations with this region based on historically established close contacts and common economic interests.

The head of state set a task to intensify cooperation within the framework of the Economic Cooperation Organization, in particular, within the framework of trade, economic and energy partnership with the countries of the Persian Gulf. 

In addition, according to the President, the new format of interaction between Central Asia and the GCC is promising, which will bring relations to a qualitatively new level.

It can be concluded that the Arab vector in Turkmenistan's foreign policy will continue to be consistently strengthened.

Strengthening inter-parliamentary relations

In his speech, the head of Turkmenistan also touched upon the development of inter-parliamentary cooperation with other countries.

As Serdar Berdimuhamedov stressed, in recent years our country has initiated and organized a number of major inter-parliamentary forums. And this work is to be continued.

The President instructed the Ministry of Foreign Affairs and the Mejlis of Turkmenistan to consider the inter-parliamentary direction as a separate priority vector of foreign policy and to prepare a plan of prospective activities in this area. 

This approach is dictated by an understanding of the important role played by parliamentary contacts in strengthening inter-State ties and establishing constructive dialogue and mutual understanding between the peoples of different countries.


Thus, in his message to the government, Turkmen President Serdar Berdimuhamedov outlined the strategic guidelines of the country's foreign policy for the coming period. 

He noted the success of the foreign policy course in the past year, which allowed Turkmenistan to strengthen its positions in the international arena.

An important place in the speech of the head of state was taken by the issues of global and regional agenda: strengthening peace and security, combating climate change, development of transport infrastructure, expansion of partnership with the countries of Central Asia and the Middle East.

Turkmenistan's balanced multi-vector foreign policy course allows the country to successfully promote its national interests in the world arena and strengthen its authority as an influential international player.
