In the first quarter of 2020, a number of laws and decrees were adopted on the topic of the introduction of digital systems in Turkmenistan. A number of new departments and centers, in various state structures, were created based on the ongoing policy of "digitalization".
At the first meeting of the Cabinet of Ministers in 2020, the agency "Türkmenaragatnaşyk" was appointed as the authorized body for the development of the digital economy in Turkmenistan. Also, an interdepartmental group was formed. The "Türkmenaragatnaşyk" agency, which previously belonged to the Ministry of Industry and Communications of Turkmenistan, was transferred to the Cabinet of Ministers of Turkmenistan from February 7, 2020.
In the first quarter of this year, the Department of Digital Economy Development was established in the State Telecommunication Company "Turkmentelecom". Since January 1, 2020, the registration of national domain names of Turkmenistan has been transferred to the Economic Society "Coordination Center of the National Domain".
On March 15, the "Türkmenaragatnaşyk" agency announced the "Digital Solution 2020" contest of innovative projects. Based on this competition, the agency intends to launch new startups (StartUp) to implement digital systems in Turkmenistan.
Electronic document management
On February 27, President Berdymukhamedov instructed all enterprises and ministries, as well as individual entrepreneurs, to switch to electronic document management and create their own websites, regardless of ownership. As a result of this decision, the policy of "digitalization" intensified in March. In order to form a legal basis for the actions resulting from this decision, on March 14, the Mejlis of Turkmenistan adopted a draft law of Turkmenistan "On electronic document, electronic document management and digital services.
In the field of education
On January 31, President Berdymukhamedov instructed the Ministry of Education to create an Innovation Information Center. Deputy Chairman of the Cabinet of Ministers Purli Agamuradov said in a March 6 report that such a center had been established. Gulshirin Annadurdyeva, director of the Innovation Information Center, under the auspices of the National Institute of Education, said in an April 3 Turkmenistan newspaper article that the center intends to enrich the curriculum and coordinate the work of educational institutions in the area of information technology.
At an expanded meeting of the Cabinet of Ministers on February 7, President Berdymukhamedov instructed P. Agamuradov to organize computerized exams for all heads of state structures and their deputies at the Academy of State Service. Deputy Chairman of the Cabinet of Ministers P. Agamuradov is expected to report on the results of the exams in the second half of this year.
On March 26, the Program for Digitalization of Science in Turkmenistan in 2020-2025 was adopted.
New website of the Commodity Exchange and new digital technology departments
On January 31, the Development Strategy of the State Commodity and Raw Materials Exchange of Turkmenistan for 2020-2025 was approved. Updated website exchange was launched as part of plans to implement this strategy.
At a meeting of the Cabinet of Ministers on February 20, Gurbanguly Berdymukhamedov approved the structure and regulations of the central office of the Ministry of Textile Industry of Turkmenistan and the State Association "Turkmenhaly. In accordance with the new regulations, digital technology departments were created in these state institutions.
