The President of Turkmenistan held a meeting of the State Security Council

The results of the work of the country's military and law enforcement agencies in January 2024 and priority vectors of their activities in the near future were considered at the regular meeting of the State Security Council, which was held by the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan, Army General Serdar Berdimuhamedov. The agenda also included issues related to ensuring security and tranquility in the independent state, further strengthening of the material and technical base of the law enforcement agencies, improvement of their work.

The first speaker was Secretary of the State Security Council, Defense Minister B. Gundogdiyev, who reported on practical steps taken since the beginning of the year to strengthen the defense capability of the National Army. Implementation of the Armed Forces Development Program and training of highly qualified military personnel were separate topics of the report.

Having heard the report, President Serdar Berdimuhamedov noted that Turkmenistan, committed to the status of positive neutrality, steadfastly follows the principles of peacefulness, good-neighborliness and broad international cooperation reflected in the successfully implemented defensive Military Doctrine. Having identified the application of the digital system and constant improvement of theoretical and combat training of the Armed Forces personnel among the topical areas of activity, the President of Turkmenistan addressed a number of specific instructions to the Secretary of the State Security Council and the Minister of Defense.

General Prosecutor B. Mukhamedov reported on the results of the work done in January this year to oversee the strict implementation of legislative acts. There was also information on the implementation of advanced technologies and modernization of material and technical base of subordinate structures.

Summarizing the report, the Supreme Commander-in-Chief of the country's Armed Forces stressed that the key tasks of this structure are prevention, suppression and elimination of violations of laws, rights and freedoms of citizens. Training of professional personnel is important for the proper fulfillment of the assigned powers, the President noted and addressed specific instructions to the head of the Prosecutor General's Office.

Minister of Internal Affairs M. Khydyrov reported on the measures implemented during the period under review to prevent road accidents, ensure fire safety, maintain law and order. It was also reported about the opening in January of complexes of administrative buildings for subordinate services and residential buildings in the city of Ashgabat and in the velayats.

Having listened to the report, the head of state noted that the main functions of the Interior Ministry are prevention of offenses, ensuring traffic safety on the roads, as well as carrying out measures to comply with the fire regime, and addressed the minister with relevant instructions.

Chairman of the Supreme Court B.Khojamgulyev reported on the work carried out by subordinate structures for January of this year, implemented comprehensive steps to improve the national judicial system, improve the professional level of employees. He also reported on the opening of a new residential house for the employees of the department.

Summarizing the report, the head of Turkmenistan emphasized the role of this body as an effective mechanism of state protection, including all spheres of legal regulation. At the same time, it was noted that issues related to ensuring legality, justice and law and order, elimination of causes and conditions that led to offenses should be kept in the center of attention.

Then Minister of National Security N. Atagaraev reported on the activities of the DHS since the beginning of the year to maintain socio-political stability in the country. He also reported on the implementation of the Development Program of the structure and the introduction of a digital system in the department's subdivisions.

After hearing the report, the Turkmen leader emphasized the priority tasks facing the DHS. In particular, he emphasized the importance of active application of new technological developments in daily work and continuous professional development of employees.

Head of the State Border Guard Service Y. Nuryev reported on the results of the work of the structure headed by him for January of this year. It was also reported on the comprehensive measures taken to reliably protect the land and sea borders of the country, strengthen the material and technical base of border guard units.

Summarizing the report, the Supreme Commander-in-Chief of the country's Armed Forces noted that Turkmenistan maintains constructive dialogue and fruitful cooperation with all states, primarily its neighbors. In order to fulfill the powers entrusted to this body, the work of the border troops should be further improved and all conditions for effective service should be created.

Then Minister of Adalat M. Taganov reported on the work done during the period, including the preparation of proposals to modernize the national legislation and organized activities to explain to the population the existing normative legal acts.

Having heard the report, the head of Turkmenistan emphasized the need for further comprehensive development of the country's legislative base. In this context, the importance of studying best practices in lawmaking and active participation in the development of draft legal acts was emphasized.

Then the Chairman of the State Customs Service M. Khudaykulyev reported on the activities carried out since the beginning of the year and fulfillment of instructions on technical re-equipment of subordinate structures and strengthening of human resources.

Summarizing the report, the head of state stressed that in view of the increase in freight traffic through the territory of Turkmenistan, it is necessary to ensure compliance with the established requirements for inspection of goods imported into the country.

Chairman of the State Migration Service A. Sazakov reported on the practical steps taken during the mentioned period aimed at effective solution of the priority tasks facing the agency. There was also information about the implementation of the relevant Development Program and the fulfillment of the instructions of the Supreme Commander-in-Chief of the Armed Forces of the country.

Having heard the report, the head of Turkmenistan emphasized that the key aspects of the Service's activities are to ensure the interests and security of citizens, respect for their rights of movement within and outside the country. To fulfill the assigned functions at the proper level, it is necessary to follow the fundamental principles of national legislation, taking into account the positive experience of foreign countries in the field of migration, President Serdar Berdimuhamedov said.

Summarizing the results of the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country noted that in accordance with the Military Doctrine, which is purely defensive in nature, measures are consistently taken to ensure high-level security and integrity of independent, permanently neutral Turkmenistan.

The meeting of the State Security Council also considered a number of other issues on which relevant decisions were made.
