Turkmenistan hosted the Parliamentary Forum of Landlocked Countries

Guests of the UN Conference arrive at the Avaza National Tourist Zone

August 4, 2025, Avaza. As part of the preparatory activities for the LLDC3 conference in Avaza, Turkmenistan, the Parliamentary Forum, which brought together members of national parliaments from landlocked countries, concluded its work today. This is reported by the official media of Turkmenistan.

The Forum was organized by the Office of the UN High Representative together with the Mejlis of Turkmenistan in partnership with the Inter-Parliamentary Union. The opening ceremony was attended by representatives of the Parliament of Turkmenistan, the leadership of the UN OHRM, the Inter-Parliamentary Union and the President of the UN General Assembly.

The transition from the Vienna Programme of Action to the new Awazi Agenda for Action and the role of parliaments in this process was the central theme of the discussions. Participants addressed three key areas: lessons learned and challenges, strengthening the multilateral trading system for LLDCs, and building peace and accountable governance as drivers of sustainable development.

Particular attention was paid to the legislative functions of parliaments in establishing the legal framework for realizing the goals of the Awazi Agenda for Action at the national level. MPs discussed parliamentary oversight mechanisms in trade negotiation processes and how to ensure democratic accountability in monitoring the impact of trade agreements on voters.

In the context of the International Year of Peace and Trust, participants considered strengthening parliamentary institutions and enhancing transparency in decision-making processes. Systemic capacity constraints of parliaments and the underrepresentation of marginalized groups, especially women, youth and vulnerable communities in policymaking processes were discussed.

The forum resulted in the adoption of a Parliamentary Declaration aimed at strengthening the role of parliamentarians in the implementation of the Awazi Action Agenda. The document contains a practical program of work at the national level and provides for strengthening the visibility of parliaments in international forums, including the upcoming mid-term review of the implementation of the program.

The event was coordinated by Xiuqiang Qin and Elena Cutmore from the Office of the UN High Representative. The final recommendations of the forum will be transmitted to the closing plenary session of the main conference and reflected in its final report.
