The country's authorities are working effectively to raise the professional level of civil servants and retrain them. The Academy of Public Service under the President of Turkmenistan trains workers in various sectors of the national economy under a master's program, strengthens the scientific and methodological foundations of public administration and develops proposals to improve in-depth postgraduate education. This was reported by the correspondent Arzuw.news.
The educational institution was established in 2008. Its structure includes the faculties of public administration and advanced training, as well as 7 departments. In 2009, training of civil servants for five months began, and on September 1 of the same year the two-year retraining of specialists started. In total, since the beginning of the educational center's work, over 3 thousand employees of state bodies throughout Turkmenistan have become graduates of the Academy.
Thanks to the efforts of Hero-Arkadag Gurbanguly Berdimuhamedov and President Serdar Berdimuhamedov, the scope of activities of the higher school is expanding, its material and technical base is modernized and improved. In 2020, new regulations, structure and procedure of admission to this higher school were approved, which provided for two-month training of masters on a paid basis outside the state order.
In 2023, the head of state Serdar Berdimuhamedov opened a new architectural ensemble of this educational center for 600 seats. Modern buildings were equipped with advanced technologies and equipment and provided with all necessary conditions, which made the work of the higher school of civil service even more effective.
The academy complex is located on an area of seven hectares. The main building includes well-equipped classrooms, conference halls, computer and language laboratories, Internet rooms, a library, a museum, as well as teachers' offices and other facilities. The infrastructure also includes a dormitory for 450 people, an office residence for young teachers and specialists with 50 beds, indoor and outdoor sports complexes, parking, parking lot, and playgrounds for children. Modern technology, interactive displays and high-speed Internet access have been installed in all rooms.
The university also has a library fund with 50 thousand books, a reading room for 60 seats, rooms for periodicals and modern literature. A special place in this vast collection is occupied by the works of the National Leader of the Turkmen people Gurbanguly Berdimuhamedov dedicated to the rich history of Turkmenistan, high humanistic values and beautiful traditions concerning the leadership and building of the state.
To meet the modern requirements of retraining of civil servants, the Academy attaches great importance to the study of international experience. The Higher School invites experienced foreign teachers and specialists to organize master classes in Turkmenistan. Students and teachers of the higher school participate in educational seminars for managers held abroad. Business trips allowed to study the world experience of digital management system and leading practices of European reforms of state structure.
The university's partnership with foreign institutions began in April 2012. During the official visit of the President of Turkmenistan to Minsk, an agreement on cooperation with the Academy of Management under the President of Belarus was signed. According to the document, the parties established interaction in the field of training, retraining and advanced training of managerial personnel of state institutions and organizations.
In addition to the Belarusian university, the Academy cooperates with leading educational centers in Germany, Kazakhstan, Kyrgyzstan and Tajikistan. At present, the interaction of the higher school with international structures in various fields is expanding and getting stronger every year. A number of important projects have been implemented within the framework of interaction with the United Nations Development Program and Population Fund, as well as the European Union and the International Committee of the Red Cross.
