President of Turkmenistan Serdar Berdimuhamedov signed the Constitutional Law on Peace and Confidence Policy of Permanently Neutral Turkmenistan. The legal basis for the new law was the Constitution of Turkmenistan and the UN General Assembly resolutions of December 12, 1995, June 3, 2015 and March 21, 2025 on the permanent neutrality of the republic.
The law enshrines 14 basic principles of peace policy, including neutrality, equality, respect for human rights, mutual respect, cooperation based on trust, good-neighborliness, non-use of force, non-interference in internal affairs and peaceful settlement of disputes. Special emphasis is placed on humanism and the philosophy of "Dialogue is the guarantee of peace".
The document defines 15 main objectives of foreign policy, including the use of neutrality and preventive diplomacy, the development of trusting relations, strengthening security and creating conditions for sustainable development. Implementation of the UN Sustainable Development Goals becomes a priority.
Among the priority areas, the law highlights the development of "green economy" and "smart cities", transition to renewable energy sources, creation of safe transit corridors and international cooperation in the field of transport and ecology.
The philosophy of "Dialogue is a guarantee of peace" recognizes diplomatic negotiations as the only method of resolving conflicts and preventing modern threats. The humanistic component of the policy provides for the use of the opportunities of the Gurbanguly Berdimuhamedov Charity Fund and the protection of the rights of refugees and stateless persons.
The law provides for the development of preventive diplomacy through support for the UN Regional Center for Preventive Diplomacy for Central Asia and the establishment of an expert advisory dialogue. It is planned to form a "Group of Friends of Neutrality" as a platform for uniting countries to ensure peace, security and sustainable development.
International cooperation will be carried out with recognition of the UN priority in political-diplomatic, trade-economic and cultural-humanitarian directions.
