President of Turkmenistan Serdar Berdimuhamedov made a working visit to Kazakhstan to participate in the second Central Asia-China Summit, which was held at the Independence Palace in Astana under the chairmanship of Kazakh leader Kasym-Jomart Tokayev.
The meeting was attended by six heads of state: Chinese President Xi Jinping and the presidents of Turkmenistan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The Turkmen President had a bilateral meeting with the Chinese leader before the start of the summit.
On the agenda were the issues of strengthening regional partnership, development of political dialog, trade and economic ties and cooperation in transport, energy and innovation sectors.
President Berdimuhamedov made a proposal to initiate consultations on the development of the Global Security Strategy under the auspices of the UN within the framework of the forthcoming anniversary session of the General Assembly. The Turkmen side emphasized the possibilities of pairing the national strategy "Revival of the Great Silk Road" with China's "One Belt, One Road" initiative.
In the energy sector, Turkmenistan confirmed its readiness to discuss diversification of natural gas supplies and increasing electricity exports. The idea of creating a platform "Cultural Dialogue between Central Asia and China" with joint festivals of culture and arts was also proposed.
The Turkmen leader invited all participants of the summit to take part in the International Forum in Ashgabat in December 2025, which will be dedicated to the International Year of Peace and Trust.
As a result of the meeting, three key documents were signed: the Treaty on Eternal Good Neighborliness, Friendship and Cooperation between the six countries, the Astana Declaration of the Second Summit and the Initiative on Creating Favorable Conditions for Mutual Travel of Citizens.
The participants announced the opening of the Center for Cooperation in the format "Central Asia-China" and the announcement of the Agreement on the establishment of twinning relations between Akhal province of Turkmenistan and Shaanxi province of China.
The parties noted the importance of strengthening regional energy security, developing the transport and communication sector and taking advantage of the region's favorable geographical location. The participants stated that relations between Central Asian countries and PRC have reached a qualitatively new level of development.
