On June 17, 2025, President of Turkmenistan Serdar Berdimuhamedov made a working visit to Kazakhstan to participate in the second Central Asia-China Summit, which was held at the Independence Palace under the chairmanship of the President of Kazakhstan Kasym-Jomart Tokayev.
The event was attended by the leaders of six states: President of the People's Republic of China Xi Jinping, Presidents of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Before the start of the summit, the head of Turkmenistan had a bilateral meeting with the Chinese leader.
The agenda included strengthening regional cooperation, expanding political dialogue, deepening trade and economic relations and cooperation in the areas of transport, energy and innovation.
The President of Turkmenistan made a number of initiatives. In particular, he proposed to develop a Global Security Strategy under the auspices of the UN and initiate consultations on this issue at the anniversary session of the UN General Assembly.
In the transport sector, Turkmenistan advocated the creation of a modern transport and logistics system covering the Asia-Pacific region, South and Central Asia, the Middle East and the Middle East. In the energy sector, the country confirmed its readiness to discuss diversification of Turkmen natural gas supplies.
The head of Turkmenistan also suggested organizing joint thematic festivals and creating a platform "Cultural Dialogue between Central Asia and China". He invited all participants to the International Forum in Ashgabat in December 2025, dedicated to the International Year of Peace and Trust and the 30th anniversary of Turkmenistan's neutrality.
As a result of the summit, three key documents were signed: the Treaty on Eternal Good Neighborliness, Friendship and Cooperation between all six countries, the Astana Declaration and the Initiative on Creating Favorable Conditions for Mutual Travel of Citizens. The opening of the Central Asia-China Cooperation Center was announced.
An agreement on establishment of twinning relations between Akhal province of Turkmenistan and Shaanxi province of China was also signed.
After completing the program of the visit, the President of Turkmenistan left for home from Nursultan Nazarbayev International Airport in Astana.
